Rare item.  This is a toy that works by holding it in the air while it is flat and then pulling it down fast through the air by pulling the tail (which is the missing part - it had been played with a lot it seems) and then while it is coming down it opens up with a loud "CRACK" just like when you shake open a paper bag.  GREAT VINTAGE ITEM THAT SURVIVES.
